Murrieta Sex Crimes: Two local massage parlors busted, four people arrested
On April 9, 2009 the Murrieta Police Department Special Enforcement Team conducted undercover sting operations at two local massage establishments in Murrieta. The undercover operations resulted in the arrests of one massage technician at each location for prostitution.
Officers conducted the investigation after receiving specific and independent complaints of alleged prostitution occurring from both of the businesses. The owners and managers at each establishment were also found to be in violation for several municipal code violations regarding to their unlawful business practices. The consequences for these violations may result in the revocation, suspension or ineligibility for both businesses to renew their massage permits in the City of Murrieta.
At 945am officers went to New Life Massage, 41539 Kalmia St., Ste 117, Murrieta. An undercover officer went into the establishment for massage services and was solicited by an unlicensed massage technician for a sex act. The technician, Yan Xia Yin, 48 years old of Los Angeles was arrested for prostitution and was booked at Southwest Detention Center.
An unlicensed massage manager was also found on the premises. Xiuzhu “Judy” Pan, 45 years old of San Gabriel, was arrested and booked for several Murrieta Municipal Code violations, including being an unlicensed manager on the premises and failing to adhere to specific responsibilities for the manager position. Yin was recently denied to be a massage technician at the business on March 11, 2009 by the Murrieta Police Department during the background process because of a criminal conviction resulting from a prior prostitution arrest in Riverside County. Pan is currently on probation for the previous conviction. The owner of New Life Massage was not on site during the time of the arrests; however the investigation determined he allowed unlicensed massage employees to work at the premises during business hours. The owner Zhe “Tony” Wang, 45 years old of San Gabriel will be charged with several municipal code violations.
At 1115am, SET officers went to King Massage, 40250 Murrieta Hot Springs Rd. Ste 109, Murrieta. Again, an undercover officer went into the establishment for massage services and was solicited by the licensed massage technician/manager for a sex act. Song Zhu Piao, 46 years old of Temecula was arrested for prostitution and was booked at the Southwest Detention Center. A 48 year old unlicensed female was found living at the business. She was not charged for any violations.
The owner, Chang Hu Zhao, 46 years old, of Temecula arrived at the location shortly after Piao’s arrest. He was cited for several municipal code violations, including allowing unlawful activity to occur at the business, allowing unlawful living to occur at the business and several recordkeeping violations.
